Schurz, a famous American economist, distinguished between physical capital and human capital for the first time in 1961. He attributed economic growth to investment in human capital, through which population quality is improved, thus labor productivity is correspondingly raised.He stressed in particular that the benefits form investment in the education are more than that from non-human capital investment. As far as I am concerned, these kinds of benefits include direct economic benefits and indirect social benefits which are brought from human resources development. In terms of relative poverty and backward region, educational aid is particularly an important way for human resource development.Talents are the driving force of social progress and civilization, people’s well-being as well as the prosperity of a country and a nation.Talent resource is the primary resource in present world economic development. Over 60% national territory areas are ethnic minority autonomous areas. From the historical longitudinal comparison, it is obviously that western minority areas have made considerable progress. However, from the horizontal comparison, there still exists a great gap of economic development between most western minority areas and developed eastern coastal areas. In addition, there is even a gradually widening gap between ethnic minorities. In general, minority population is increasing comparatively fast. While, ethnic minorities’ human resources development relates to the economic and social development in minority areas, and has become the most important driving force of current development in minority areas. To narrow the gap and achieve common prosperity, China implements Western Development of which the development of human resources in west minority nationality areas should be one of the focuses. China adopted different degrees of Education Aid policy. In minority areas, human resource development, as the inner power, relates to not only the development of minority themselves, but the prosperity and stability of the whole region, even the world,while the improvement of human resource quality requires necessary educational investment and scientific resource allocation.Xinjiang is the largest ethnic minority autonomous region of China, both the economic development and social stability of which has always attached great importance of the government. A series of aggressive education assistance projects have been implemented in Xinjiang, some of which have developed into the typical case. The poverty, at the same time, in the southwest minority area, Especially, the poverty problem in Yi region has gradually become a focus of attention to the experts, scholars as well as government sectors. One of effective means to solve poverty is to develop human resource with education; so that the sustainable and healthy development of economy in other region and society will be promoted.The thesis falls into seven parts. The first chapter is the introduction, involving the background and significance of the topic,the research status and development trend at home and abroad, the contents,difficulties,innovation and deficiencies of the research,and relevant theories. The second chapter mainly demonstrates the situation of foreign countries’ s development of human resources in underdeveloped regions. The third chapter gives a description and comparison of the situation of human resource development in Xinjiang and Yi area in southeast China. The fourth chapter combines relevant economics theories in China’s ethnical minority regions and interdisciplinary features and gives an analysis and description of the situation of human resource development in Xinjiang and Yi area on the topic of education assistance and human resource development in ethical regions. Among the description of the situation in Yi area in southeast China, Yi Autonomous Prefecture of Liangshan, the biggest minority region where Yi lives, is the perfect example.. This part gives a description of the conditions in Yi area on the basis of the description and analysis of education assistance in ethical region’s human resource development. A brief summary is concluded in the last section of the sealed chapter. The fifth chapter gives a separate description of the problems and constraints regarding to the education assistance and human resource development in both regions. A brief summary is also concluded in the last section. The six chapter raises the author’s thoughts and suggestions on education assistance and human resource development in both regions. Based on the similarities and differences of the two regions, the last section of this chapter gives a comparison of the suggestions. The last chapter is the conclusion and thoughts, which concludes the research and raises thoughts over the problems for further research.
