According to the relevant requirements of the national and provincial institutions reform, management institution going to the market is inevitable, management institution was positioned between the executive and corporate-owned enterprise, nowadays it becomes the corporate body, with the operating characteristics of enterprises which is commercial enterprise features free competition. The current entrepreneurial nature of the institution is not clear, it is difficult to promote pay for performance reforms. While management institution staff identity diversified features, probably divided into career preparation identity, corporate preparation, dispatch personnel, temporary workers and some leading cadres of civil servants and other staff identity, every staff in corporate work content and importance vary, but they all play an important role in the organization, so management institution must pay attention to the human resources management of different identities staff.The article first describes the current management institution employee variable identities and the situation of pay equity, after visiting management institution and survey we noted problems that exist in management institution human resource performance management and compensation system. Secondly, through the use of theoretical and empirical analysis, from the perspective of pay equity, explore the relationship between identity characteristics and organizational citizenship behavior. At last, in the management institution to improve the compensation system should be weakened sense of identity, by improving the compensation system to improve sense of fairness to strengthen organizational citizenship behavior of employees and other measures of improvement. The article concluded that:(1)employee with different identity characteristic such as career preparation, corporate preparation and dispatch prefer different pay fairness;(2) employee identity of different characteristics exhibited different organizational citizenship behavior, career preparation and corporate preparation employees exhibit more organizational citizenship behavior;(3)pay equity play partial role between employee identity and organizational citizenship behavior.Based on the project which I paiticipated practice,the main innovation of the article is that staff with different identity characteristics in management institution have different pay equity, thereby affecting the organizational citizenship behavior of employees.The article analyzed the relationship among characteristics of identity, pay equity and organizational citizenship behavior. I hope this research can provide recommendations about how to improve the salary system of management institution, and sense of pay equity, and thus promote the generation of organizational citizenship behavior.In the end, this article also make some reference suggestion on the management institution human resources management.
