The Research On The Social Management Work Of Land-losing Farmers

Social management is an essential management activity of human society. Good social management is important to promoting social harmony, constructing a well-off society comprehensively, and upholding and developing socialism. Mr. Hu Jintao emphasized the importance of social management in the report of 18 th CPC National Congress. In the process of accelerating urbanization, with more and more farmers losing their land, production and living conditions of land-losing farmers are totally different. Some farmers who close to the city become richer fast, among which, someone are based on the wealth striving for further improvement on doing more business, but on the contrary someone rest on its laurels which eventually have to pay by the government. Those land-losing farmers who are far away from city are worried about their living because of the geographical location far from the city and also lacking of living skills. So it is particularly urgent to the social management of the special group of land-losing farmers.This paper, taking social management of the special group of land-losing farmers in Liaocheng Development Zone of Shandong province as the research object, through field research and interviews, analyzes the social management of land-losing farmers in the Development Zone. At the same time, on the base of a large number of documents about social management of land-losing farmers, this paper demonstrates the necessity and founds problems of social management of land-losing farmers, and gives some suggestions about social management to land-losing farmers, which can provide reference for the social management work. The logical structure of this paper is as follows:The first chapter mainly explains the concept of land-losing farmers and social management, and illustrates the necessary of social management to land-losing farmers.Taking the land-losing farmers of Liaocheng Development Zone as the research object, the second chapter summarizes the basic conditions of land-losing farmers and social management of land-losing farmers, analysis the problems and causes of social management of land-losing farmers in Liaocheng Development Zone, and explores the experience of Liaocheng Development Zone in social management to land-losing farmers.The third chapter puts forward some ideas about strengthening social management work to land-losing farmers, including definition of social management work orientation, reformation of social management system of land-losing farmers, strengthen the construction of security system of land-losing farmers and socialist spiritual civilization of land-losing farmers which could help land-losing farmers to adapt to the new environment not only physically but also psychologically.
