Research On The Supply Of Public Service For Land-lost Farmers In New Urbanization

The suburban area of the new urbanization is neither belongs to the city,also do not belong to the countryside,it is in special zone connected dual society structure in our country,edge and excessive zone,is also a region of various kinds of social contradictions.Which caused a problem of all kinds of suburban area,which caused by land expropriation of the problem of land-lost farmers become the focus of all sorts of problems.Where countries and promote the building of the new urbanization,efforts to improve the quality of urbanization construction and meaning of the background,the public service supply of suburban land-lost farmers problem has become the focus of attention of the masses at the same time also has become an important standard to measure the quality of new urbanization.For research of suburban land-lost farmers public service supply,abroad because of the different nature of land property rights,are not usually present the concept of land-lost farmers,but there are still many abroad study of suburban area farmers public service supply,the main point of view and conclusion is urban and rural public service supply should be equal to.Domestic academic research on this problem from the urbanization process to derive the solution of the problem,to include public service supply problem of the farmers in the new urbanization quality assessment system,reflects the new urbanization on such key problems as the livelihood of the people's attention.Based on this,this article attempts to suburban land-lost farmers,the public service supply,such as defining the core concepts,more detailed interpretation of the new urbanization theory,the supply of public service theory,new public service theory and theory of the coordinated development of urban and rural areas,analyzes the new type of urbanization in the focus on the significance of suburban land-lost farmers public service supply.Then,combed the new urbanization in suburban land-lost farmers supply of public service's achievements,and points out the shortcomings of existing,think there are suburban land-lost farmers lack of equal education resources,the basis of equal treatment of medical and health care,suburban land-lost farmers remains a prominent problem of employment,suburban areas of public infrastructure lagging behind urbanization and suburb area of inadequate protection of the public security and other issues.The causes of these problems are mainly the government's citizen quality of suburban land-lost farmers cultivating,inadequate institutional guarantee,the government's supporting policies of urban and rural dual structure restrictions on farmers' social security,and is a gradual process of urbanization,etc.On the basis of this,we put forward the countermeasures to improve the supply of public services for land-lost farmers in the suburbs:(1)to promote the transformation of the citizenization of land-lost farmers in the suburbs;(2)the government needs to fully perform the functions of public service supply in the suburbs;(3)strengthen the implementation guarantee and promote the implementation of public service supply policies;(4)promote the reform of the household registration system and break the dual structure limitation;(5)according to the development of new urbanization to promote the integration of urban and rural areas.
