Study On The Social Security Public Service Equalization In Hebei Province

With the development of society and economy, the social security public service system of Hebei province is more and more perfect. For example, the coverage continues to expand,the security projects are increasing, and the level constantly improve. In a word, the people of Hebei province get higher and higher social security public service. Hebei social security public service continues make progress, at the same time, the problem of unbalanced between the counties, between urban and rural areas, between the industry more and more attention.In this paper, the equalization of social security public service is defined based on integration of social security and other related research, combined with the 12 th five-year plan of national basic public service system and other government documents. And the evaluation index system of social security public service equalization is constructed. The comprehensive index of social security public services is synthesized. By using the Theil index, this paper analysis the equalization level between the counties in Hebei province.Through the quantitative analysis this paper found the equalization of social security public service is fast in Hebei from 2010 to 2013. The main difference change external to internal,and this change comes from economic-coordinated development. The contribution rate of difference of cites in Hebei is decline except for Tangshan and Langfang.The main reasons of social security public service unbalanced come from economic,social and political, including county economic development imbalance, uneven county government financial resources, the gap between Residents’ income, social security system fragmentation, etc. For these reasons, this study put forward to promote the balanced development of the county economy, increase the intensity of financial transfer payment to the backward county, integrate system of social security system and other measures, to promote the process of equalization of social security public services in Hebei province.
