Comparative Study Of The Equalization Of Public Library Services Between China And America

The key of building moderately prosperous society is promoting the equalization of basic public services.It also will promote social fairness and justice and achieve the Chinese nation’s bright prospect.As a part of basic public services,public library service which the essence of is that the government can guarantee the smooth realization of the right of every citizen’s culture by providing space of public education,has a strong function of redistribution.Therefore,"universal equality" and "benefit for all" is the fundamental principle and value pursuit of public library services.As the most developed library industry in the world,the United States has always achieved the equalization of public library services,and the development concept,management model and service mode of its public libraries are very advanced.However,the public library business in our country started relatively late.In order to realize the equalization of service,there are too many lessons to be learned from the United States.This paper intends to construct an evaluation index system which can comprehensively and systematically measure the level of equalization of public library services,and analyze its restrictive factors deeply,and provide guidance for the development of equalization of public library services in China.This paper uses the Comprehensive Index Method to measure and analyze the equalization level of public library services between the United States and China.According to the four principles of "economy,efficiency,effect and fairness",the paper divides the factors which affect the equalization of public library services into three categories: input,ability and effect.And then the writer establishes the preliminary alternative planning table of the index system.Based on the basic principles of practicability,preciseness,comprehensiveness,independence and quantitative index,the preliminary evaluation index system is selected and amended.Thus,the final scientific and complete evaluation index system including 3 first-grade indexes,7 second-class indexes and 17 third-grade indexes is constructed.By using the benchmark method to deal with the measured values,,the comprehensive evaluation index of the level of equalization of public library services in China is less than half of that in the United States.Different from private goods,the realization of equalization of public library services requires the deep involvement of public power in funds and legal systems.It is also necessary for libraries to change their service concepts,strengthen their endogenous motivation,integrate all kinds of resources and strive for broad social support.
