With rapid economic development in China, the surplus rural labor has been moving into cities with a special population of hometown-remained children appearing. A series of problems occur in the following. Those problems affect the improvement of rural population quality directly and moreover are related to sustainable development of rural preliminary education and new village construction. Take Yangjiazhuang town for example, the hometown-remained children there were under questionnaire survey after coordination with Central Primary School of Yangjiazhuang and communication with various village committees. Also, their learning situation, life conditions, safety assurance and mental health were filed in full and tracked in real time. Based on related theories of public policy studies, public goods, sociology, education, psychology, science of public administration and other subjects, this paper analyzes, argues and explains problems of rural hometown-remained children, summarizes the current situation and features of those problems and explores deep reasons of formation for those problems. From the perspective of responsibilities local governments shall take for hometown-remained children, this paper explains how Yangjiazhuang town government takes responsibilities in compulsory education, social security, safety assurance and legal protection and the performance and reasons for responsibility absence. At last, it puts forwards measures to perfect local governments’ responsibilities for hometown-remained children where local governments will perform their duties in a better way, solve rural hometown-remained children problems and promote them to develop healthily and comprehensively. The study objective is to make governments to concern about and emphasize rural hometown-remained children problems. Also, Yangjiazhuang town government is to be clear about and perform corresponding responsibilities, transform job functions and improve efficiency to make social public and media to supervise the work of local governments. Through exploration of responsibilities in rural hometown-remained children education, local governments can implement scientific development perspective and realize balanced development of rural and urban education. This is also the direction of compulsory education law in China and the core for educational fairness. Studies on hometown-remained children can help new village construction in Yangjiazhuang town, cultivate rural population quality, maintain healthy rural development and social stability. Therefore, Solving hometown-remained children problems from local governments’ responsibilities can help to establish local governments’ image and improve their credibility and also help them to stabilize petitions and conduct the other work.
