In our country, with the rapid development of economy, a large number of rural surplus labor force to cities, so the left-behind children of such a batch of special crowd, and then produce a series of problem. Left-behind children problem directly affects the overall quality of the population growth, also is related to the sustainable development of rural basic education and the new rural construction. Guo Zhen Town, for example, this paper has investigated Guo Zhen Town elementary school left-behind children, mainly in the form of questionnaire, the questionnaire is the main content of life, study, psychology, security, is this investigation activities after school and the local government, with the permission of the continuity, and the survey data in the finishing. In this paper, on the basis of public policy, public goods, sociology, pedagogy, psychology, and the theory of public management and other multi-disciplinary, analyzes the problem of rural left-behind children, demonstration, and interpretation, summarizes the status quo and characteristics GuoZhen Town left-behind children problem, mining the deep-seated reasons for the formation of left-behind children problem. And grass-roots government to the perspective of rural left-behind children’s responsibility, from the aspects of compulsory education, social security, security aspects, this paper expounds the legal protection of GuoZhen Town government work in these aspects, and the reason for the situation and problems, on the results of a detailed analysis and study of the significance of reference to the proposed solution Suggestions, in order to make the government at the grass-roots level to better perform their duties, to solve the rural left-behind children problem, promote the healthy growth and comprehensive development of left-behind children. Purpose of this study is to make the government departments and the problems of rural left-behind children give attention to them and through the clear GuoZhen Town government responsibility, the corresponding responsibilities for government and changing job functions, improve efficiency, at the same time is conducive to the public and the media to the supervision of the grass-roots government’s work. By studying the deficiency of the government in the treatment of left-behind children problem, put forward the corresponding countermeasures, so that is conducive to the government work better, make education balanced development, at the same time it is not only the requirement of the compulsory education law in our country, and ensure the embodiment of social justice, to cultivate talented people, to promote rural economic development has a very big role, promote social stability. Therefore, starting from the grassroots government responsibility to solve the problem of left-behind children to improve the level of job of grass-roots government and the people’s satisfaction has a very big role, for the rural social stability has a bigger role.
