| Power rent-seeking has brought an important affection to education systems in recent years, which caused some cadres in the universities making corrupt practices such as bribery and embezzlement, it takes a very pernicious effect on educational system and society. The conception of the authority rent-seeking was defined based on what the field touches upon for university cadres rent-seeking. The type and feature of university cadres rent-seeking were described simultaneously. This article aims at analyzing two typical cases in Changchun and summarizing individual and social reasons, presenting schemes for inhibiting university cadres rent-seeking.The article is divided into six following parts:(1) The preface. Introducing the concept and meaning of the study, literature review, theoretical basis and research methods.(2) The historical background, key features and types of power rent-seeking: it analyzed the concept and introduced the of historical background of power rent-seeking. The college internal power rentseeking mainly characterized by: infrastructure projects, purchase of equipment and supplies, school industry, recruitment and teaching management. Analysis the destructiveness of college power rent-seeking.(3) The investigations and narrations of two Changchun colleges cadres rent-seeking cases.(4) Three reasons were given by cause analysis: ideological, structural and political systems.(5) Learn from foreign experiences of restraining power rent-seeking: A. Establishing independent enforcement authority supervisory organization. B. Giving sufficient deterrent to the supervisory function of the media.(6) Proposing some countermeasures: setting up modern university institutions, perfection of faculty management system, administrative accountability, governing typical power rent-seeking cases effectively. |
