Research On Building The County-level Government’s Capacity Of Social Management In Xinjiang

The report of the 18 th National Congress pointed out that strengthening social management and innovation "improve the scientific level of social management, the need to strengthen social management laws and institutional mechanisms, capacity, personnel and information technology." The construction of Social Management Capacity has been raised to a new height. At present, in the background of China’s current social transformation, economic restructuring, modernization, deepening reform and opening, opportunities and challenges coexist. To strengthen the capacity construction of the government’s soc ial management has become the top priority of government management. Xinjiang as a frontier multi-ethnic areas of west C hina, due to the special geographical, political, economic, cultural and social environment, social management complexity and specificit y, especially the grassroots to the government’s social management has brought enormous pressure. County local governments as C hina’s grass-roots social management unit, the grassroots political organization with a range of jurisdictions, is the special function of the administrative level, it is one of the most critical part of the state power. How to improve the county level of the social management, strengthen the construction of social management capacity, it is placed in front of the county government’s major problem.The government’s target of social management is to realize people’s happiness and social harmony. To achieve this goal, according to the concept of the social management and theory as the logical starting point, the paper combs the curre nt situation of county-level government social management capacity in Xinjiang, then combined with the analysis of Yining, City’s construction case, and analyzes the existing problems and reasons. O n the basis of the domestic and foreign experiences, the paper puts forward to change concept in social management, strengthens the talent team construction, improves the public finance system, highlights the protection of the people’s livelihood, and strengthens the construction of system, so as to fully promote Xinjiang county-level government’s social management capacity.
