Research On Strengthening The County Government’s Social Management Function

At present, China’s economic and social developed rapidly, industrialization, urbanization, marketization, informationization process is accelerated, is facing a never had the profound social transformation. Followed by the increasing differentiation of social structure and social lifestyle of rapid change, the diversification of social values, and the surge of various kinds of social contradictions. Frequent occurrence of mass incidents, the gap between rich and poor disparity, severe unemployment rate, education fairness problem difficult to solve, a series of social problems shows that social management in our country is faced with severe challenges. Urged governments at all levels actively in our country administrative reform, the transformation government function, the innovation of social management, strengthen the social management function, break through the old pattern of management, to maintain social stability and promote social development.This paper adopts literature research, systems analysis, comprehensive analysis, the social management function of government at the county level has carried on the comprehensive research. Analyzes the county-level government in the performance of the social management function in the process of the problems:inadequate public products and public services, single way of resolving social contradictions, the lack of social coordination and public participation, social interest coordination difficulties, the rapid growth of the economy and increased the pressure of environmental protection. Performance of the functions of social management at the county level governments in China the cause of the problem:misleading as a description of the one-sided view on the restriction of traditional social management model, lack of nurturing civil society, social interest coordination mechanism is not sound, the heavy economic growth and environmental protection.This article in view of the government at the county level in the performance of the social management function in the process of the existing problems and reasons, put forward strengthening the social management function of county government countermeasures:improve the performance appraisal system of social management, promote social management innovation, cultivate multiple main body of social management, improve the social benefit coordination mechanism, strengthen the protection of ecological environment, promote the coordinated development of economy and society.
