Qinghai Rural Grass-roots Party Organizations Lead The Research On Social Governance

Rural social governance is a sophisticated systemic project that involves all aspects of rural life.General Secretary Xi emphasesed upon that the point that dealing with the countryside well and achieving rural revitalization depends on the Party,and the modernization of rural social governance system and governance capacity cannot be separated from the guidance of rural grassroots party organizations.This paper takes Qinghai's rural grassroots Party organisations leading social governance as its research content,aiming to provide theoretical understanding and practical basis for consolidating the Party's ruling base in rural ethnic areas and optimising the way of grassroots governance in Qinghai's rural areas.In terms of theoretical research,it defines the connotation of rural grassroots party organizations and social governance,at the same time,theories related to social governance led by rural grassroots party organizations have been studied from classical Marxist writers,ideas related to rural social governance of the Communist Party of China and permanent influence of traditional culture to provide theoretical understanding of social governance led by rural grassroots party organizations in Qinghai.It is concluded that rural grass-roots party organizations have obvious advantages over other social governance bodies;and the historical evolution of Qinghai's rural grassroots party organisations in leading social governance is sorted out,from the period of "communal(village)power","unity of government and society" and "village rule".Analyses the different characteristics of Qinghai's rural grassroots party organisations in leading social governance at each stage,from which the experiences and lessons of governance can be summarised to provide corresponding references for Qinghai's rural grassroots party organisations,playing a leadership role in social governance under the new situation.In practical research,through the combination of questionnaire and interview,the typical samples are selected to investigate and study the current situation of the development of social governance led by rural grassroots Party organisations in Qinghai.Based on the analysis of the basic situation of the sample,an objective evaluation of the current situation of Qinghai's rural grassroots party organisations leading social governance is made,fully affirming the positive results of Qinghai's rural grassroots party organisations leading social governance.and emphatically discussed the existing problems of Qinghai Rural Grass-roots Party organizations leading social governance.Based on the detailed analysis of the current situation and causes of Qinghai Rural Grassroots Party organizations leading social governance,this paper puts forward some suggestions and Countermeasures to optimize Qinghai Rural Grassroots Party organizations leading social governance.The the Fifth Plenum of the 19 th Central Committee of the Communist Party of China clearly points out that the long-term target that modernization of national governance system and governance capacity must be achieved in 2035,and modernization of rural social governance system and governance capacity classified as indispensable essential content.It's necessary to discuss the topic about Qinghai Rural Grassroots Party organizations leading social governance's history and theory.With the modernization of national governance system and governance capacity and the actual development of Qinghai,we need to follow up the research on related issues.
