Rural Grass Roots Party Organizations Research On The Innovation Of Social Governance

In the forefront of the rural social governance, the rural grass-roots party organizations have strong organized, mobilized, coordinated and controling effect on every part of the social system, every step of the social development and all aspects of social life, which are important foundations and links to strengthen and innovate the rural social governance. Since 1978, the village Party branch committee combined with the actual situation of rural grass-roots social governance, and through the innovation of social governance theory and improved social governance policies and systems, it has promoted the rural economic and social development and resolved a series of social problems by continuing to explore the social governance theory, and constantly improve the social governance functions and implement a series of related management policy. With the deepening of reform and opening up as well as the acceleration of modern social transition, the rural social economy composition, social life style and forms of social organization have occurred profound changes, meanwhile, farmer's employment post and way as well as their benifits demand are becoming more and more diversified. Therefore, a series of social contradictions have become increasingly prominent, and the rural grass-roots party organizations and social governance innovation face many challenges.In order to deal with the new changes at home and abroad, the Party and the government have made major strategic arrangements. The Third Plenary Session of the Party's eighteen pointed out: "Improve the way of social governance, insit the systematic management, strengthen the leadership of the party, play the leading role of the government, and encourage and support all aspects of society participation to realize the positive interaction among government governance, social self adjustment and residents' self governance". In the Forth Plenary Session of the Party's eighteen the General Secretary Xi Jinping further pointed out: "The social management faces new situations and new problems, we must turn traditional society governance to modern one through the deepening of reform. " " The social governance is a major task of social construction, and it is also an important part of state governance. "Based on that, the theme of this paper is the social governance innovation in rural grass-roots party organizations, which will take the relationship between rural grass-roots party organizations and social goverence innovation as the center of research, focusing on the theoretical origin, practical difficulties, the main causes and the choice of ways of social governance in rural grass-roots party organizations. The full text frame mainly consists of two parts, including the introduction and main body, which has three chapters, the main contents are as follows:The first part is the first chapter, introduction. It will mainly embark from the background and significance of this study, and will introduce in detail the research of domestic and foreign scholars in social governance, especially the achievement of social governance innovation of rural grass-roots party organizations and also it introduces the research methods, writing ideas and basic concepts.The second part is the main body, including three chapters. The second chapter mainly explains the theoretical origin of the rural grass-roots party organizations in the social governance innovation, namely Marxist theory on the social governance, China traditional culture in the social governance thought and the thought of western social governance as well as its public governance theory.
