Legal Research On Integrated Roads Management Mode Of Guangzhou Under The Perspective Of Huge Ministry System Reform

The huge ministry system reform is generally adopted by many countries and areas for its great advantage as the model of government institutional reform. In recent years, our country government agencies also take it as an important part in the reform of administrative system. Under the wave of this reform, it’s worth conducting further research on how to build an efficient and coordinated operating road management system. Guangzhou, as one of the urban road network developed city, has lots of similar problems with other cities. Otherwise, as the capital of Guangdong Province, it’s representative both in the executive and legislative authority level. Through text analysis, empirical analysis and other research methods, this paper will explore how to establish an integrated management mode with collaborative features in the administration of urban roads and highways at the opportunity of the reform, so as to promote unity and efficient operation of the traffic administrative rights, and to promote Guangzhou road administration and efficient operation. The fundamental purpose is to strengthen and standardize road management, and road intact, safe and smooth road administrative purposes.The thesis is divided into five parts to discuss the topic of "Research on Integrated Roads Management Model of Guangzhou Under the Perspective of Huge Ministry System Reform".Firstly, it defines the related concepts,elaborates the theory basis of huge ministry system reform and road administration. Secondly, it reviews the history of the Huge Ministry System Reform of Guangzhou, summarizes the present situation and problems of road administration under the reform mainly from the applicable law and management mechanism.Moreover, through summarizing the analysis of the beneficial practice and road administration at home and abroad for reference,it will explore an integrated collaborative management model with the characteristic of Guangzhou on the perspective of legitimacy, rationality and necessity for feasibility analysis. Furthermore, the paper puts forward principles and specific recommendations about the integrated collaborative management model, which includes applying unified applicable local laws, setting up a collaborative work mechanism, and perfecting the supervision system on integrated road management mode.
