Active social management is the phase state and process which all social subjects perform their duties of social affairs according to their abilities, level and the law. Its goal is to make the society into the benign operation and coordinated development. It not only reflects the good effects of social subjects’ duties, but also the advance awareness and active state of mind. Suzhou has been paying more attentions to social construction, focus on ensuring and improving people’s livelihood, promoting the integration of urban and rural areas, building an orderly system of public security, innovating social management system on the basis of economic development so that its social management level has been improving constantly, which showing a positive state of active social management. However, the social management of Suzhou still faces many challenges. The class conflicts, which highlight in the construction of the new urbanization; the chaotic public opinion supervision, which highlights in the strengthen network society; the slow growth social organization system and difficult management of large floating population all bring huge challenges to upgrade the social management mode for Suzhou. In recent years, some mass incidents, production safety accidents in Suzhou make the subjects of social management struggle to cope with, bringing huge losses to the state, society and citizens. Also shows that Suzhou is not completely get rid of the plight of passive social management. Its goals of social management are unreasonable. The phenomenon of seeking quick success and instant benefits in economic and social development still exists indicate that it does not achieve the pattern of social governance. The Third Plenary Session of the 18 th CPC National Congress put forward to push on the modernization of the national management system and management ability. The transformation from the management to governance, it is there the change of one word, but embodies many profound changes of social management, such as concept, subject and mean. In the process of transformation from social management to social governance, active social management is an indispensable important segment. The Paper analyzes the connections between the active and passive social management, the connections between the active social management with the social management innovation and social governance on the basis of defining the active social management under the background from social management to social governance. Taking Suzhou as an example, combing with the case material, the Paper examines the status quo of active social management in Suzhou and analyzes its problems and the reasons. And from individual to general, the Paper puts forward the concept of goal setting and principle of active social management, and clarifies the realization path of active social management in the national lever.
