It has far-reaching meaning on improving the ideological quality of young civil servants and developing the construction of civil servants, by strengthening the ideological and political education.The research will carry on a systematic investigation on reality and a analysis the of existing problems, of ideological and political quality and education, by means of using questionnaires and case interview. The research suggests there has deficiency in converting the identity of the Marxist theory into the work, converting sense of responsibility into the conscientiousness in the specific work, converting the theory of serving people into concrete work, and converting the public service consciousness into specific service ability. They are caused by such reasons as multicultural trend shocks, the belief crisis triggered by widespread information, the deterioration of morality caused by marketing economy, the psychological anxiety caused by the deviation of self-consciousness, the dross in our traditional culture and vulgar culture of officialdom. Being lack of pertinence in content, being lack of innovative methods, being lack of regularity in the process and imperfect educative mechanism are four problems in ideological and political education of young civil servants.
