The Research Of Government Response Mode On Network Politics

Along with the development and popularization of Internet technology in recent years, the network has become an indispensable part of citizens’ daily life. Since the introduction of ‘Network Governance’ in 2008,which allows Chinese citizens to get involved in government issues, it has become an important way for people to express their demands, for government to listen to the people, to achieve positive interaction of its citizens as well as to improve our democratic political process. With the rising enthusiasm of political participation demands, the Government’s response has been seen of great importance to evaluate the legislation of the ruling party. Therefore, to ignore them has been proved useless to the requirements of ‘Responsive Government’, which should take actions to be positive and productive to sustain the connections between government and citizens.Cooperation between the government and the people makes contributions to citizens’ ‘Four Rights’, which includes the people’s right to know, to express the right to supervise, to participate, and to meet the demands of public. According to the interactions between government and citizens in response, coupled with the development and changes in response to the citizens, I hereby conclude the three common modes of the Government’s response: 1, the government-led way to meet people’s personal interests as the goal of the Symbolic Government; 2, the citizens-led way to realize two-part interactions, in order to meet public interest objectives of as the goal of the Symbolic Government; 3, two-part interaction led by the government, in order to meet citizens "four rights" as the goal of the Management Government. It can be concluded that the Management Government is the future trend of the Government’s response pattern and also the only way to build Responsive Government.In this paper, by using the typical examples—the incident of Wang Shuai in Henan, the PX project in Ningbo and the Sand Missing issue in Huizhou to get the picture of the three different modes of Government’s response. Meanwhile, by taking the Huizhou incident as a successful experience, the response of a Management Government is going to be analyzed in detail. What is more, it is about to reveal the reason of the success by the introduction of three factors: positive interaction between government and citizens, a variety of response and the ensurance of institutionalization. At last, give the suggestions to improve Network Governance, which are based on the government response, the citizens’ response, and the instrumentalities of the government response and the institutionalization of the government response.
