Research On The Government Response To The Network Public Opinion Based On The Analysis Of Reflex Arc

At present, our country is in a period of social transformation and the social interest relationship and structure are becoming more and more complex. Multiple political expression and interest demands are inevitable. With the continuous development of the internet information technology, expressing public opinion by internet has become the most direct and effective way for people. In particular, the social media and mobile internet continue to develop and greatly inspired people to express their desire to become a platform for speech and political participation. In the face of the network public opinion events, the government’s attitude, the way and the effect of response are not only related to the interests of people, but also related to the government’s credibility and image in the eyes of people. Although our government has achieved a lot of experience in response to public opinion, in the face of the rising expectation of cyber citizens, the government still has a lot of problems in response to network public opinion. Some governments can’t well handle the negative network public opinion events and often due to inappropriate response leading to the event ferment and causing greater public opinion storm.Based on this, this thesis attempts to analyze the government response to the network public opinion on the perspective of reflex arc analysis and by case analysis way. According to the theory of good governance and the operation mechanism of reflex arc, this thesis discusses how to improve the government response to the network public opinion from idea, system and operation three levels.This thesis includes six parts. The first part is introduction, including the background, significance, a review of research on network public opinion response at home and abroad, research ideas and methods and the innovation of the thesis. The second part is mainly about the relevant concepts and theory, including the concepts of network public opinion, government response, government response to the network public opinion, especially the concept of government response to the network public opinion under the perspective of reflex arc, and then analyzing the theory of good governance. The third part is the status quo analysis of the participation of cyber citizens and new media, the government response process and the response effect based on the reflex arc model through collecting typical cases of 2013-2015 years. The forth part is mainly analyzing cases to summarize the problems and predicaments of the government response to the network public opinion from the various aspects of the reflex arc. The fifth part analyzes the reasons for the problems in the process. In the sixth part, according to the problems and reasons, the author proposes the optimization path which is based on the theory of good governance and the operation mechanism of reflex arc.
