In this paper, we study focused on developing Quanzhou small towns in the main body of government behavior as the research object, on the basis of analyzing the current situation of the development of small towns in Quanzhou, summarizes the development characteristics and main results, and think the main problems are: small towns development of Quanzhou Quanzhou population capacity of small towns is not strong, the uneven distribution of small towns and small towns functional structure of a single, etc. Reflects the local government in solving the problem of development will face a huge challenge, highlights the government behavior in promoting the importance and necessity of development of small towns.
