| "Community governance" refers to the practice of multi-body participation,and the participation of the residents is the core content of the "community governance".With the sustained and steady growth of the house price,,the state has paid more and more attention to the construction and management of the public rental housing in order to solve the housing pressure.Therefore,the problem of the residents' participation in the community governance of the public rental housing becomes one of the key points of the academic research.Especially in the public rental community,the occupational group is the foundation of the community vitality and the creativity,and reducing the risk of marginalization in community building by arousing the the community capital and the community's development to the maximum extent is one of the important work.This paper is based on the theory of new public service,and it chooses the residents of a public rental house and community workers in Xi'an High-tech Zone as the object of investigation through the method of empirical analysis.It is found that there are some problems in residents' participation in community governance,such as low level of participation,imbalance of participation subjects,passive participation mode and so on.The analysis shows that there are three reasons: firstly,the organizational strength of the neighborhood committee is weak.Secondly,the reason is the lack of participation consciousness of the community residents.Thirdly,the reason is the lack of community organizations and professionals.Therefore,it is proposed that the participation level of public rental housing residents should be enhanced from the top to the bottom,that the participation consciousness of professional groups should be stimulated by the cooperation of multiple subjects,and that the new channels in community governance should be broadened by using the intelligent platform as the carrier. |
