Some Studies Upon Inhabitants Participation Under Community Gridded Management Of Urumqi Tianshan District

With the transformation of "unit people" into "community people," social issues have gradually become a community-based issue.The introduction of grid management into the community provides a new management concept for urban communities,which can optimize the urban community management model and change the urban community management system and processes.The communities in Tianshan District,Urumqi,took a look at the previous community management methods,thoroughly implemented the optimization and adjustment of community work,and established a unique community grid management method called the“Xinjiang Model”,which laid the foundation for the establishment of the community and provided a reference.As an important unit of social management,the urban community effectively participates in various activities of the community and becomes the basis for residents to participate in social management and improve the level of social autonomy.When the form of community grid management gradually becomes mainstream,this new grid management approach can improve and motivate different residents in the community to participate in community management.Development in Xinjiang's social practice or theoretical research has become an urgent need to discuss in depth Issues.In recent years,the grid management model of various communities in Tianshan District of Urumqi has been continuously improved,community public services have been fully covered by the community,and the remodeling of urban community grid management methods and the promotion of urban management system reform have made community residents participate in the community.Increasingly deepened.However,the participation of residents in the communities under the grid management model in the Tianshan District of Urumqi is still at an initial stage.Therefore,the lack of participation of community residents under the grid management model is an undeniable fact.In order to further understand residents' support and sense of participation in the emerging management form of the grid management of the communities in Tianshan District,Urumqi,the author conducted a questionnaire survey and on-site interviews with communities in Tianshan District,Urumqi,based on the public's position.The survey found that the core problem lies in the two major problems of the community itself and the residents themselves.The problems that the community itself has include: First,under the grid management,thework burden of the community is heavy,and it is difficult for the grid staff(including the household cadres)to implement their duties;Second,the quality of the grid staff's business capacity needs to be improved;Third,the lack of community funds makes it difficult for community services to adapt to the needs of residents.Residents' own problems include: First,residents' participation is unbalanced under the community grid management model;Second,public trust is not strong and social awareness is not high;Third,the lack of participation conditions and participation capabilities.The author has conducted in-depth thinking and research on the above issues and found that the causes of the above problems can be summarized into three types: First,the reasons for the community management system;Second,the reasons for the mechanism;Third,the reasons for the quality of personnel;For the above problems,the author gives the following suggestions to the community and residents respectively: First,there are three types of solutions to the problems that exist in the community: First,government agencies should begin to shift their focus downwards while maintaining stability;Second,strengthen the formation of community talents;Third,change the government's working philosophy: Establish a community funding guarantee mechanism;Second,there are three types of solutions to the residents' own problems: First,change the traditional thinking of residents: Let residents actively participate in community activities;Second,strengthen the credibility of residents and increase social awareness;Third,focus on nurturing and enhancing community residents' sense of participation;...
