The issue of terrorism, which poses serious threat to the stable development of national politics and brings huge damage to the safety of people’s lives and properties, is not newly generated but can be dated back to ancient times. It shows its nature of internationalization with the development of globalization, namely, organized, premeditated and greatly damaging crimes of international terrorism have become public hazard for countries worldwide and the international community as a whole. As the biggest developing country in the world, China also faces the danger of serious terrorism, especially in the Tibetan area of Western China, where terrorist forces largely endanger the public security. Moreover, they become increasingly cruel, violent and destructive via mixing with forces of religious extremism and ethnic separatism, bringing grave security risks to China’s harmony, stability and social development.Due to its special history and geographic location, the Tibetan area didn’t get too much economic development prior to other areas and is lagged behind the eastern and central areas of China in economy. Under the social background of development of western China as well as overall development of the whole country, the Tibetan area is still in the low-end stage of resource output and fiscal input, lacking the self-sufficient impetus and energy for development, which creates conditions for terrorism to spread. It is the underdeveloped economic situation that makes the spread of terrorism possible. Terrorists take advantage of those who want to get rich to expand their reach and launch terrorist attacks, making the anti-terrorism war in the Tibetan area even harder.China has taken proactive measures on the anti-terrorism issue, especially in the Tibetan area, such as establishing special anti-terrorism agencies, enacting anti-terrorism legislative documents, cracking down terrorism with military forces and the like, which ensure a proper solution of the terrorism issue in the Tibetan area. In addition, China is actively exploring the perfection of anti-terrorism legislation, and the draft of the Anti-terrorism Law to be deliberated in this session of the National People’s Congress(NPC) is a rather good example. Nevertheless, we need to be aware that there are still many shortcomings on the anti-terrorism issue in the Tibetan area. In a word, China is lack of adequate prevention, response and disposal on this issue. Firstly, in terms of prevention, since we have been regarding the anti-terrorism issue in the Tibetan area as an ordinary incident of public security, it is lack of full attention, strong measures of prevention and control, and comprehensive management coverage, etc. Secondly, in terms of response, as our anti-terrorism action started late and developed slowly, we cannot cope with the issue of terrorism with good capacity and quick response, and the effect is unsatisfactory as a consequence. Lastly, in terms of dealing with terrorism crimes, although we have been improving our relevant legislation, for example, including such kind of crimes in the Criminal Law, we are still trapped in problems like unprofessional disposal and inadequate protection of human rights, etc.Confronted with the above problems, we shall have a deep reflection and summary. Learning some advanced anti-terrorism experience from other countries and the international community is a wise way for us to further perfect our anti-terrorism strategies and measures in the Tibetan area. Actually, professional anti-terrorism strategies have been formulated in countries like the US, the UK and France as well as international organizations like the UN and the EU. We can take reference of their practice.China shall act in the following aspects on the specific issue of anti-terrorism in the Tibetan area. Firstly, make specific legislation on this issue to provide legal basis for anti-terrorism action in the Tibetan area. Secondly, establish special anti-terrorism agencies to form a comprehensive, interactive and effective anti-terrorism system from the central to the local level with the cooperation of forces including the Chinese People’s Liberation Army(PLA) and the Chinese People’s Armed Police Force(CAPF). Lastly, set up special anti-terrorism proceedings via taking reference of other countries’ practice to impose judicial punishment on terrorists while protecting their basic human rights.With regard to the issue of terrorism in the Tibetan area, only if we act in a positive and proactive way can we achieve social security and stability in the Tibetan area as well as overall development in our country.
