A Research On The Building Of Multi-governance Mode Of Plural Subjecte With One Core In Shenzhen Qiaoxiang Community

A community, as the fundamental unit of a society, is the basic standpoint and ultimate goal of contacting and serving the mass by the Party and the government, improving the social construction and innovating social governance. During the transition period of the society, it is difficult to accomplish the effective governance merely counting on the single subject of the government. Only with a sound cooperation and interaction of the government, the society and the market, and with the establishment of the new community governance mode of plural subjects with one core can achieve the goal of good governance and maintain the social harmony and stability.Shenzhen, as the pioneer of the reform and opening-up, takes the lead in exploring the community multi-governance. This paper takes the multi-governance mode of plural subjects with one core in Shenzhen Qiaoxiang community as the object of study. Mainly by usin g the literature analysis, survey research, experience summary and case analysis, this paper combines the theory and the practice, and further analyzes the constructing logic, implementing actions, the preliminary effects and the deficiencies of Qiaoxiang mode based on Governance theory, New Public Management theory, and New Public Service theory. This paper can be divided into four parts. Firstly, the introduction part mainly clarifies the background and reviews the literature. The second part mainly analyzes the construction logic and demonstrates the background and the intentions, the theoretic ground, the basic principle, and the legal and political basis. The third part introduces the practice and the preliminary effect, relevant implications and the existing problems of Qiaoxiang multi-governance mode of plural subjects with one core. Lastly, the fourth part proposes practical and operational suggestions in terms of Qiaoxiang mode, service, participation, resource, management.
