| With the continuous development of the social economy and the transformation of China’s social governance pattern,in the face of many public affairs in the community,a governance model in which multiple subjects participate together is quietly emerging.As an institutional innovation of grassroots social governance,community consultation not only meets the current requirements of "co-construction,co-governance and sharing",but also is a practical need to effectively solve public problems in the community.It has received great attention from the government.The main field of execution for consultations is the grassroots community where multiple forces are connected,and the construction of the interactive relationship between multiple subjects not only directly affects the resolution of public problems in the community,but also a key factor in optimizing the community governance structure.Therefore,it is particularly important to clarify the multi-party participation forces or the relationship between stakeholders in the negotiation process.This study uses a qualitative research approach,with "group interaction" as the field of view,and based on the perspective of the internal and mutual relations of multiple participants in urban community negotiation,taking 8 communities in X District of Beijing as the main research objects.Through participatory observation,Collect secondary data such as case reports or news reports and in-depth interviews and so-called "triangular cross-checking methods" to obtain first-hand information and analyze it.The research is based on the practical process of community negotiation,and analyzes the interactive behaviors and roles of multiple participants from four stages,and presents the overall interactive relationship.The study found that during the process of urban community negotiation,stakeholders involved in the negotiation formed a relationship model with clear roles in the process of negotiation,and to a certain extent,presented a layered participation negotiation mechanism,but faced with complex community public issues and diversified stakeholders The needs of each participant need to further build a benign interactive relationship.Finally,based on the experience and dilemma in the practice of community consultation in Beijing this study proposes corresponding strategies and suggestions from the three dimensions of clarifying the subject’s rights and responsibilities,improving the system design,and strengthening residents’ participation. |
