Participation Of Multi-agents In Deliberative Democracy In Urban Communities

The 18 th National Congress of the Communist Party of China made it clear that it would "improve the socialist system of deliberative democracy".Urban Community Grassroots Deliberative democracy is not only an important part of China's deliberative democracy,but also plays an important role in promoting the transformation of grassroots governance.At present,there is a lot of exploration in this field,which summarizes the practical experience,the effectiveness of running,the problems found,and discuss the reasons behind these problems systematically that has a high theoretical and practical significance.In this paper,the writer treat the implementation process of Benefit People project in Taiyuan S community as an example,and analyses the the decision-making,implementation,supervision and examination of Benefit People project between consultation subjects such as street,community committee,community resident representative,community party member and ordinary resident.Through this case,the writer hopes to find problems and causes in the urban community grassroots consultation in the practice of democracy.There are 5 parts in this paper.The first part expounds the background and significance of the topic.Through combing the democratic literature at home and abroad,it will have a clear writing ideas and clue,what's more,the writer puts forward the research methods and the innovation of the thesis in this part.The second part defines the concept and characteristics of the three levels of deliberative democracy,grassroots deliberative democracy,and urban community deliberative democracy.By discussing the necessity of urban community consultation and democracy,it can lay the theoretical foundation for the writing of the thesis.The third part states and discuss S community Benefit People project consultation and democratic implementation process in detail.the writer analysis S community deliberative democracy consultation subject,negotiation process,negotiation platform operation from the S community,Taiyuan Benefit People project,S community in 2014 Benefit People project implementation case introduction.In the fourth part,based on the case analysis,the writer find the dilemma of thecurrent community consultation,such as the subjects of the consultation are strong,the participation are not enough,the community itself is flawed,the higher government financial support and excessive intervention,the lack of system and regulations guarantee,the consultation mechanism is not perfect,It is difficult to reach a consensus,the formalization of the consultation platform and participation in the channel are limited.During the statement,the writer analyzing the reasons for the formation of these difficulties.The fifth part puts forward the implementation path of community deliberative democracy from three aspects: consultation subject,negotiation process and consultation platform.That is,By clearing the relations between government and community,we can make sure government rights and responsibilities,cultivate the main body to participate in the initiative and participation in the ability to guide the three aspects of social self-government organizations to cultivate community multi-subject,to promote multi-subjective rational participation in community consultation;by clearing the law about community deliberative democracy,we can perfect the community consultation,solve many contradictions;we can make a democratic participation platform from equaling dialogue mechanism,enriching the diversified main body participation channels,standardizing the consultation process,and consolidating the consultation results to build community consultation.
