This article mainly around the 360 degree evaluation theory application in the villages andtowns for examination and assessment of civil servants to carry out a series of research, and usingthe R town of guangdong province as the case, for instance 360 degree evaluation theory research.This paper adopted literature method, the theoretical analysis method are the major research method,questionnaire survey method, case method and other methods, through the literature method tocollect data, understand the research background of the 360- degree evaluation method, the basicprinciple and its application in the township civil servant’s assessment is necessary. And through thecase study method in the R town as an example of this method is carried on the thorough research.Then through the theoretical analysis method, questionnaire survey method, etc to R town "musthave two evaluation of three incentive" evaluation method has carried on the comprehensiveanalysis and study. 360 evaluation method, also called "360- degree feedback" or "comprehensiveevaluation". 360- degree evaluation method is to point to by the employees themselves, boss, directsubordinates and colleagues colleagues and even customers a full range of various angles tounderstand personal: communication skills, interpersonal relationships, leadership and administrativeability, through this kind of ideal evaluation method, not only can be evaluators from himself,superiors, subordinates, colleagues, and even multiple Angle of successful customer feedback, alsocan from these different feedback clearly know my own shortcomings, strengths and developmentneeds, make career development after more smoothly. R town in 2012 and "a second review threeincentive" town cadre evaluation method mainly is by civil servant individual, superior leadership,direct subordinates, colleagues, and at the same level of secretary of the village(the customer) toform a comprehensive evaluation method, such as its theory basis for the 360 degree evaluationtheory. Mainly R town as a case study, therefore, the "must have two evaluation of three incentive" town cadre assessment methods to implement since the effect obtained, will know that 360- degreeevaluation theory concerning the effect of the application for examination and assessment of civilservants, affirms its effective ways, make it play a good role. At the same time, find out its effect isunknown place and reason, seek countermeasures, in order to better play to the theory on the role ofvillages and towns for examination and assessment of civil servants.
