Study On The Building Energy Conservation Legislation From The Perspective Of Fairness And Justice

To build a resource-saving society, is the strategic decision made by Central Committee, according to the status of China’s social and economic development, and after in-depth study to make strategic decisions about the development history of domestic and international political economy and society is a scientific plan for the future of China’s social development model. Energy saving is an important part of resource-saving society, in the global energy consumption, building energy consumption accounted for about 1/3, but the complexity of building energy saving efficiency is far greater than the industrial, transportation and other industries. The focus of the construction of energy-saving work is mainly in the architectural design phase, it tries to control the energy consumption effectively through technical means. Chinese citizens have equal rights to use energy, but policies and regulations in China is basically take the efficiency as the starting point of utilitarianism, which leads to the result of Marxism, neglect of the process and equality and against the basic requirement of fairness and justice. Justice is the ultimate pursuit of fairness and justice of the law, especially in the occasion that the social transform rapidly and the interests’ distribution pattern arrange again, it is necessary to understand the nature of it.
