For a long time, due to the influence of unhealthy practices, part of rural party members and cadres to withstand the temptation of money power, appear corruption problems, and violations of the case are present prone posture. Therefore, the problem of "little village officer and huge corruption", if not solute timely, not only affects the stability and development of rural society, more threaten national security. At present, at the same time of punishing corruption of village cadres, how to effectively prevent corrupt village officer, do "nip in the bud", become a problem we have to think seriously about and solve.The paper takes Qingxu County, Shanxi Province as research object, and adopts the method of empirical study, "dissecting sparrow", and conducts in-depth exploration on the rural honest government culture construction.This paper is divided into four parts:The first part is the basic theory of honest government culture, summary mainly from the definition, ideological basis and significance.The second part sums up the main methods and effect of the honest government cultural construction in the research areas.The third part analyses the existing problems and causes of the honest government cultural construction in the research areas, and it is the center of gravity. The main problems are:the subject exist misunderstanding; the incorrupt consciousness of the education object is weak; the participation rate of activity is low; the function of the system and mechanism is insufficient. The main causes are:thought idea is lagging; education infiltration is insufficient; practice direction is fuzzy; the system and mechanism is absent.The fourth part is the countermeasure choices of the rural honest government culture construction. The rural honest government culture construction is based on culture of the rural culture construction, and is also aiming at integrity of the rural cultural construction. Strengthening rural honest government culture is a systematic project, and we must take comprehensive measures and multi-pronged.
