Community plays an extremely important role in the process of social management.The sound development of urban community can provide basic needs for urban residents and promote social security and stability.Urban community grid management is part of China's cities emerging a community management mode,practice has proved that this kind of management mode to improve the level of community service,management level,and improve the efficiency of community service has a significant role,continue to deepen community grids management work,is helpful to explore to adapt to our country society and promoting the construction of urban community governance mode.However,some problems have been found in the work of community grid management,such as excessive administrative power of government departments,too much intervention in grassroots management departments,and constantly weakening self-management autonomy of grassroots departments.In addition,the traditional block management model in the community plays an obvious role,and the integration function of the community fails to play a role.Exist many problems as a direct result of community pay more and more attention to the management of community residents and ignore the due service,this kind of management for safe and smooth,no care for community residents to provide services,even if there is a corresponding service activities also just because the need of management,there is no real in response to the needs of community residents.Taking shenzhen L area grid management,for example,to explore the current situation of management and service in the process of analysis,and the social work intervention grid management is analyzed,the necessity and feasibility of the face-to-face interviews and observation,and participate in community grids management practice,found the key problems of the grid management.Grid management institutions: first,the district-level management institutions set up.That is to say,the management structure of institutional setup still continues the original comprehensive management system of rented houses,which leads to the current grid management is not smooth.Second,the street community grid management center has multiple management.At present,most of the street community grid management center not only undertakes the work of the original rental house comprehensive management center,but also assumes the distribution center,the original comprehensive management work center,property management center,emergency command center and other responsibilities.Different departments have different functions,and there is no business connection between grid management,property management,emergency command and other work.They are subordinate to different business competent departments,and there are problems such as multiple management and decentralized management.Three is the district level and street management in the existence of two skin.At present,in the management of grid members,many matters cannot be coordinated at the district level,and there is a phenomenon of two layers between district level and street,which makes grid members compare.The district community grid management office provides business guidance to the street community grid management center,and has no actual management right.In terms of team management,it lacks strength and authority.Street community grid management center is greatly influenced by street level and community level,resulting in different length and width of district level and street level in management.The grid member aspect: the grid member work load is extremely heavy.From the perspective of the grid member's job responsibilities,the grid member is responsible for the collection of 273 items of "four real information",including real population,real legal person,real house and real event.After integrating the family planning team,the grid member will increase the collection of 25 items of basic information of family planning.In addition,the grid member's main task is more heavy work nature has certain risk.Grid members have been dealing with the masses for a long time.They do not support,do not cooperate,and even are threatened,scolded and beaten.These reasons lead to the outside people do not want to enter the grid member team,the team of people do not want to do,low work enthusiasm,mobility,high turnover rate.In terms of community residents,China is an acquaintance society.When many community residents handle business or deal with other things in the community,most of them habitually look for "acquaintances" to solve the problem,and only a few of them actively seek help from grid members or neighborhood committees.Community grid member mobility is relatively large,just know the grid member did not take long to change,a sense of distrust;Grid members or grid members of other government departments often come to collect information,do not know where the collected information is used,and are afraid of information leakage and loss.In view of the above problems in the grid management of shenzhen L district,the author first interviews some grid members and community residents,understands the problems existing in grid members and community residents,evaluates and formulates relevant service development plans,and generally solves the problems existing in the above service objects.Secondly,carry out group work for grid members to improve cohesion and sense of belonging.Third,through social work administration,provide management advice and assist in the daily management of the grid management office.Fourthly,the community communication and integration service activities are carried out for both community residents and grid members,which have achieved good results.However,there are many restrictive factors in the involvement of social work in the community grid management service activities,such as low recognition of social work,less available resources and support,low recognition of social workers,and professionalism not enough to solve problems.This paper hope through the intervention of social work,grid,the grid management team and community residents exploration practice,promote community grids management more human,with community residents demand,in order to achieve the steady development of the grid management for the community to create more favorable conditions,let more people share the fruits of reform and opening up,also hope that in this paper,the innovation of grassroots social governance model,improving the quality of community service to provide a positive reference value.
