Disasters occurred frequently in recent years, such as earthquake, landslides, floods,fires and other disaster events.Since the disaster’s destructiveness, burstiness, urgency and uncertain results, making it difficult for us to predict and control. So how to dealing with emergency incident scientifically and effectively will be a problem need to solved in emergency management currently. Emergency supplies as the necessary material security to dealing with unexpected disaster events, its scientific and reasonable distribution is an important part of emergency management activities, and it is the key to guarantee the emergency management timely.This paper mainly studies on the distribution of the first batch of emergency supplies at the early of the disasters which under uncertain environment. this paper considers the uncertainty of the reality, and proposes the uncertain research background which the retrieval depots supply ability of emergency supplies, the demand capacity of disastered point’s emergency supplies, and transport time are all uncertain. And set up an emergency supplies distribution model based on linear programming, which requires the shortest total time of rescue, the minimized transport costs and the fairness. Secondly,through the deterministic transformation method for interval linear programming which based on the attitude indicators of the decision-makers, the interval linear programming model will be transformed into a deterministic linear programming model, and by the use of the completely hierarchical method of multi-objective planning this model will be solved gradually. Finally, examples is given and is solved by Lingo software. Also, this paper analyzes the changes of the model’s result when given the different value of the attitude indicators. This analysis can be used by emergency managers to dealing with different conditions based on their subjective judgment and reality, so that they can make a reasonable distribution plan to reduce the damage to the greatest extent, and ensure the smooth and efficient disaster relief activities.
