Salary incentive as a civil servant incentive mode of the main and most important means of human resource management in the public sector has a pivotal position in many link. It not only is the basic measures of public sector human resource security, and involves the administrative efficiency, the realization of the organization’s strategic goals, staff incentive and development, and considering of the speciality of Chinese society at present stage of development, civil service pay even is related to social stability and unity. Based on this background, this paper in order to rebuilt A administrative organs as the research object, take this further to comb the public sector of the salary incentive mechanism present situation, find out the existing main problems, and analyzes the cause of the problem, and grope for A set of in line with the rebuilt on A salary incentive mechanism of the administrative organ.This paper mainly adopts literature method, comparison analysis method, questionnaire survey method, using the relevant concepts and theories of salary incentive, analyze domestic and international successful experience and the enlightenment of incentive mechanism of civil servants’ pay, and then research reveals rebuilt on A administrative organs of civil servants salary incentive exists unreasonable salary structure design, performance evaluation system is incomplete, the phenomenon such as incentives of A single, and that reform of the system, the historic reasons, leading reason, factors such as economic level and management level of reasons is the cause of boshan area salary incentive mechanism of civil servants, finally put forward the civil servants rebuilt on A salary incentive mechanism construction goal, construction principle and system design, etc, etc.Through the study of this article can further enhance the management level of the rebuilt on A administrative organs, improve the work efficiency, salary incentive can give full play to the potential of civil servants, their enthusiasm will also be able to fully mobilize.
