In 2017,China collected taxes worth 12.6 trillion Yuan,up 8.7 percent year on year,which realizing the coordinated development of taxation and economic growth.Tax departments at all levels,especially the grass-roots National Tax Bureau,which are responsible for collecting tax,meanwhile implementing an array of preferential tax policies,promoting the construction of “green” taxation system,and optimizing the business environment.On the premise of unchanging institutions and serious aging of personnel,how to maximize the enthusiasm of the existing human resources which is becoming the most critical factors to promote the development of the tax modernization in the new era.As the most common and most important way of motivating,salary incentive plays a decisive role in the human resources management of the national tax department at the grass-roots level.However,the grass-roots civil servants are generally less satisfied with the current salary system at Qinzhou District Office of the State Administration of Taxation.They lack the enthusiasm and responsibility of their work.Therefore,it is necessary to study the failure of the current salary incentive mechanism and give some suggestions on the optimization of salary incentive mechanism.This paper adopts literature research,interview,induction and questionnaire survey,and starts from the definition of the salary incentive mechanism of civil servants,and taking the basic civil servants of the Qinzhou District National Tax Bureau as the research object.This paper analysis the impact of salary on the incentive mechanism of civil servants.Then to think out the existing problems of Qinzhou District National Tax Bureau civil servants incentive mechanism.Through the analysis of the causes of the existing problems and learning from foreign experience of public sector salary incentives,combined with the national conditions of our country,this paper will put forward the countermeasures and suggestions which can help to optimize the Qinzhou District IRS of grass-roots civil servants incentive mechanism.
