Grassroots civil servants generally refer to civil servants at the county level and below.They are at the lowest level of China's political organization,and are the largest group among the administrative departments.They are important factors affecting the healthy and stable development of China's economy and society.Since most of the grassroots civil servants work in the front line and directly face the grassroots,the quality of their work and the quality of their service will directly affect the image of the government and the stability of the country and society.As an important method to improve the service quality of grassroots civil servants and strengthen the overall efficiency of the team,salary incentives should be given full attention.This paper takes the issue of salary incentives for grassroots civil servants in Nanping City,Fujian Province as an example.Based on the relevant literatures at home and abroad,based on the theory of demand hierarchy,two-factor theory and fairness theory,it clarifies the basic civil servants,civil servants' salaries and Relevant concepts such as salary incentives,through the issuance of 360 questionnaires,and interviews with 20 grassroots civil servants,based on the collection of analysis questionnaire data and interview results,in-depth analysis of the overall situation of grassroots civil servants in China and the status of salary incentives,pointing out the current existence The salary survey comparison mechanism is imperfect,the salary adjustment mechanism is not perfect,the salary and performance linkage mechanism is not implemented,the annual assessment mechanism is imperfect,and the salary incentive mechanism lacks guidance.And analyze the reasons for the lack of salary incentives for grassroots civil servants from the ideological level,institutional level and operational level.Finally,based on the comparative balance and normal capital increase,fairness and competition,legalization and rationalization,etc.,the basic principles that should be followed in constructing the salary incentive system,on the basis of in-depth research,change the ideological concept,improve the salary management mechanism,and implement the salary and performance appraisal.The countermeasures and suggestions for reforming and improving the salary incentive mechanism for grassroots civil servants are proposed in the aspects of linking mechanisms,accelerating salary legislation,accelerating the implementation of regional subsidy system,and improving the promotion mechanism for grassroots civil servants.
