As a unique social organization category, public institutions are special in China. They provide public services to our whole society, they have become an important force to promote economic and social development. Public institutions orderly and efficient operation, has a very important effect on the harmony and stability of the whole society and the long-term development.In this paper, based on the theory of performance appraisal,analyze the situation of public institutions in Shandong Province.The studies suggest that:Shandong public institutions performance appraisal has three main features, namely, public welfare, a strong comprehensive and narrow coverage. From the current practice, the institution’s main line of business performance assessment work, business highly specialized, narrow coverage. The study attempts to break the single form, based on the institution of sustainable development, re-planning business unit performance evaluation index system, the formation of a common template applicable to different institutions. Based on the assessment of the existing institutions in Shandong Province of practical experience and comprehensive arising in the ordinary course of the assessment questions, make recommendations targetedly. Studies suggest that performance appraisal and institutions should not be a separate part, and the reform of institutions should harmonize, complementt.To change the status of targeted and legal assessment of the lack of security, the key is to further deepen the reforming institutions and administrative system, promoted simultaneously with the related reform; to solve the problem of the lack of legal guarantees required establish and improve the relevant legal system to be guaranteed.To resolve appraisal values distorted and solve problems that requires solving a single problem assessment body, the key is to further clarify the assessment of multiple subjects, and the implementation of a structured management based on multiple subjects; assessment data to solve the bias problem, further promote information technology; to ensure that institutions performance assessment results into the daily work of power, find the problem and solve the problem; at the same time, improve the institution performance appraisal management system, with the scientific theory to guide practice, continue to promote the scientific development apply to performance appraisal, dynamic management.This paper mainly includes four parts:The first part is the performance appraisal and institutions related research and related theories sort; the second part discusses the institutions and their theoretical meaning of performance appraisal, and analyzes the background of Shandong Province and institutions to carry out performance appraisal and significance; the third part introduces the effectiveness of Shandong Province achieved performance appraisal institution, and then the problem and cause analysis of performance appraisal process; the fourth part is the combination of theory and case studies to further improve the performance appraisal institution proposed countermeasures.
