Baotou Rare-Earth Hi-tech Zone Community Management Transformation

Community is the basic unit of the society, with the development of the social life diversificated,the unit of standard system which is formed by the tradition economy has been collapsed gradually,the carrier of social security has transferred from the grassroots level to residents’living community,and social effective organization is changing from individual unit to community structure, people has transformed into "community people"in their daily life instead of being "the unit people".Community construction has been playing an important role in the urban construction and management, by replacing the "unit people"the urban community development will be act as the vital force in the cutting edge of social governance.This thesis firstly defines the related concepts of community governance, then a few Chinese community governance practical patterns have been introduced.By studying Youyi Community in Baotou Rare earth High-tech zone as an example, the thesis analyzes the present operation of community governance briefly, which is devoted to seek out the general problems and discuss in details.Starting with the point of traditional social governance and system design defects, this paper try to analyze the main reason that causes the problems of community governance, meanwhile the new direction of making changes in this present situation is illustrated,such as subject innovation、object innovation、management innovation, especially in this part of management innovation,residents’grid management and service should be carried out, responsibility reversed investigation must be introduced in the service process, aiming at "superior service,clarified responsibility" companied with complete evaluation system、supervisory mechanism.With the basement of multiple subjects’ impacts in the community management, this paper suggests that building up reasonable multiple cooperation system within government、market、social organizations. During the practice, the balance among governance、social self-adjustment and residents’ self-governance optimum interaction should be concerned;encourages and supports the social organizations to participate in social governance,which could active social vitality;thinks highly of leading the public to participate in the community governance.By studying Youyi Community,to achieve unified three-dimensional degree system within government、market mechanisms and organizations under the less development of social organizations could make efforts in four aspects:the first is cultivating civic awareness,encouraging residents to participate in community affairs; the second is nurturing social organizations (including voluntary service organizations); thirdly, introducing professional social service agencies; fourthly,building up an interactive benign platform actively between the Government and other governance bodies.
