One hand, the majority of older people in urgent need of the family support and community care services cannot be met, on the other hand, low relative repeatability pension services are’surplus’. Therefore, this article studied on XuZhou City to research why the supply of pension service does not match the supply and demand, and propose solutions to solve this problem. This not only has some theoretical significance, but also has important practical significance.In this paper, learn the domestic and foreign theory and previous research, to innovation and build a "market segments-matching demand" theoretical research framework. From the theoretical and empirical analysis of two aspects of the pension market Xuzhou mismatch of supply and demand and its causes. First, we made an investigation of the demand for old-age pension market situation of older persons in Xuzhou, and found out the actual needs of the elderly in Xuzhou City. Then found the investigation of its supply problems. By comparing Xuzhou City elder market demand and supply situation, found that Imbalance between supply and demand in the short term is difficult solved. Third is because of the limited supply of resources. Fourth, the absence of government service functions. This paper proposed a new plan to solve the problem of Xuzhou mismatched supply and demand issues. Our Government should expand pension services diversification and multi-level development space to meet the individual needs of different groups of elderly, support policies to improve the level of security and infrastructure. Construct the new model of supporting the elder, supply and demand balance, by basing on family supporting, then basing on community supporting, then institution of the elder care.
