It is an important decision made by the CPC to designate graduates to take office in villages. In recent years, the Organization Ministry of the CPC has successively introduced with ministries and commissions concerned over 10 documents continuously improving the plans of village officials from graduates, which have been carried out in all provinces and cities over the country. Jiangsu Province, one of those practicing such a plan, leads the country in many aspects and obtains lots of experience. Dongtai City, one of the top 100 counties and cities of China, develops swiftly in society and economy and always takes the lead in rural work throughout the province. Taking such an essential opportunity of implementing the plan of village officials from graduates,287 have been appointed as village officials in this city ever since 2008 (102 graduates in the post, including 1 secretary of the CPC General Branch,49 vice secretaries of the CPC General Branch,51 assistants of village directors and 1 village accountant).7 are promoted into section-level cadres.27 enroll as civil servants.84 pass into enterprises and institutions.4 pass the entrance examination of the post-graduate. The policy both relieves the pressure of graduate employment and varies the approach to foster reserve talents, which is approved by all governments and basic units. However, the newly emerging work of village officials from graduates appears less consummate. On account of much work only through exploration, summary and implementation and the disparity in rural development between the south and north of Jiangsu Province, there appears the phenomena of less effective work, more loss of village officials and even discordance with the request of Scientific Outlook on Development and the current situation of development somewhere. What causes those problems are mainly the policy formulation and implementation, surroundings and village officials themselves.On account of the swift development of the present society and rural economy, such problems urgently studied and solved are exposed during the project implement of graduate village officials, as the weak pertinence of the choice and match, the transfer to another appointment, the individual inaccurate position-setting, the poor role-play, the narrow outlet and etc., which are unsuitable for and incoordinate with the establishment of a fairly well-off society. From the perspective of the public policy research in this thesis, several ways are put forward to solve these problems by way of the probe into the basic situation of graduate village officials of Dongtai City, Jiangsu Province, the evaluation of implementary effectiveness and the countermeasure research. Mainly exemplified research insisted on, the problems of the project implement of graduate village officials are found out through literature searches, on-the-spot interviews, questionnaires, symposium, expert consultation and etc.The subsistent work measures of graduate village officials and influential factors are also analyzed by employing the combination of qualitative and quantitative analysis as well as policy tools involved. Some opinions and suggestions are offered regarding how to manage graduate village officials scientifically and enhance the project implement.The project itself, the executive environment, village officials themselves and etc. are analyzed selectively and such problems are found out, as weak pertinence of choice, illegal status, negligence of routine management, worries about outlets, rural backward infrastructure, exclusion from the village committee and its villagers, reluctance acceptance of the society, instable mentality, little confidence, the delay of self-adjustment, limited abilities, undisciplined styles of work and etc. The above-mentioned directed against, in this thesis put forward are a few proposals concerning the improvement of the project implement of graduate village officials, which mainly includes the seven aspects:Furtherly optimize ways of selecting graduate village officials to ensure the selecting origin embodying three priorities. Furtherly strengthen the education and training of graduate village officials to ensure the swift promotion of the ability and quality of graduate village officials. Furtherly raise the treatment of graduate village officials to ensure their stay and good work. Furtherly intensify the routine management of graduate village officials to ensure carrying foeward in order the work of graduate village officials. Furtherly intensify the three sorts of mentality of the accepting party to ensure the realization of three changes of graduate village officials. Furtherly go into overdrive of rewards and punishments of the examination of graduate village officials to ensure their proper employment and fast growing. Furtherly enlarge the channel of recruiting graduate village officials to ensure other good employment.Governments making unremitting efforts, we believe that village officials from graduates are becoming a vital force to propel new rural construction, expedite employment and will be driving highly qualified talents to take root in, dedicate to and serve basic units.
