A Research On Establishing A Harmonious Relationship Between The Police And The Mess

The police-citizen relationship refers to the relationship between the civilians and the police, which is the most fundamental and critical social relationship of public security work. To build a harmonious society, how to build a harmonious police-citizen relationship is a significant topic, which is associated with the success of police work and also with the realization of harmony in our socialist society.The paper applies theories of public relations、public management and public services. From the perspective of a police officer, the Public Security Bureau of Jianhu County, Yancheng City of Jiangsu Province is taken as research background. Concerning some practical experience and actual problems in the construction of police-citizen relationship these years in Jianhu County, some strategies of building a harmonious police-citizen relationship are brought up with the help of successful experience from home and abroad. The paper is made up of five chapters as following:Chapter one is as an introduction. It explains the background and meaning of this paper, and discusses generally the present situation and achievements of related studies both home and abroad. The research content、structure and methods are also briefly mentioned.Chapter two covers related concepts and theoretical basis. Beginning with the definition、origin and development of police-citizen relationship, the theoretical basis of building a harmonious police-citizen relationship is being analyzed combined with theories of public management、public relations、public policies and new public services.Chapter three covers the present situation of police-citizen relationship. There goes a case study of the Public Security Bureau of Jianhu County, Yancheng City of Jiangsu Province, from the following aspects such as the present situation and problems of police-citizen relationship and so on.Chapter four examines some influential principles and specific cases both home and abroad in the construction of a harmonious police-citizen relationship. Some experience and inspiration is drawn from the typical examples both home and abroad.Some strategies and suggestions are proposed in chapter five to build a harmonious police-citizen relationship in this new era, from the following six aspects:improving the personal qualities of police officers% promoting police officers’ competence of public work^ building the security system of basic police services、designing a rational and effective evaluation mechanism of police services、setting up a sound interactive mechanism between police force and mass media and fully utilizing mass media.
