With the continuous expansion of non-native population in the urban areas, more and more people come to realize that such population has become an important social power in the inflow areas. But due to its significant features of duality and mobility, as well as the previous lagging management philosophy, ossified management systems and rigid management approaches, the management by the local government on the non-native population has come into a dilemma, encountering difficulty and challenge. So under the current background of advocating new-type urbanization and promoting the modernization of national governance, it becomes urgent to update the management philosophy and seek new approaches to social governance, which are more economical, fair and effective.As a newly-emerging industrial port city, Zhangjiagang City has provided the non-native population (locally called "immigrants") with a large number of opportunities for employment and entrepreneurship; furthermore, thanks to the local open and inclusive attitude, low living cost and the better security environment, it has become an area with a higher concentration of the non-native population. According to the statistics, from 2000 to the first half of 2014, the number of the immigrant population has jumped from 102,100 to 704,600, with 590% in growth. Now the ratio between immigrants and local registered population reaches 2:3. With the advent of the incoming non-native population, Zhangjiagang government updates the management philosophy actively, enhances service awareness continuously and improves the management level constantly. A series of effective explorations have been conducted to promote integration and management between the local population and the floating population.With the improvement on non-native population management and enhancement on the service innovation as the theme, this paper is going to analyze the policy evolution and reveal the driving mechanism of policy changes as well as its deep management philosophy changes, which may provide references to the new-type city with higher concentration of non-native population to improve the regional social governance and promote new urbanization.A thorough analysis, based on the theory of new public management, social integration governance and rational choice, has been made on the innovative practice of Zhangjiagang management services to the immigrants. Studies have been shown that experienced a process of gradual opening-up, concerning about people’s livelihood increasingly and reflecting the fairness in regard to the concepts, Zhangjiagang has made some convenience for immigrants on policies, systems and management, which help them to enjoy some benefits which local people have and reflect the regression of the "people-orientation" and "equality of power" in the provision of public services and improvement of social governance process as well; By taking the urbanization as an opportunity, the immigrants are encouraged to improve the overall quality to match their identity labels, mental outlook and inner qualities with the city development. These changes also show the quality of advancing from the psychological integration to social integration and lifting the quality of urbanization.
