The Study On The Governance Of Current Vendors For Wucheng County

In recent years, the conflicts between mobile vendors and phenomenon of urban managers becomes frequently.The governance of the mobile vendors has become the focus of people’s discussion. This problem exists not only in large or medium cities, but also very common in the area of the county level.There are many rural surrounding the county. As China’s urbanization advancement speeding up unceasingly, many of the around villagers become mobile vendors in order to increase the income, they not only bring convenience to the urban residents but also brought to many problems, such as congestion, pollution, the environment, the sale of inferior goods damage to the regular manufacturers, those have become the urgent need to address problems in the development of county level areas.Xi Jin Ping stressed:County governance, world security. The county level is a key role in our country’s power structure. It also has an important role in the development of economy, the protection of people’s livelihood, the maintenance of stability, and the promote long-term stability for the country. So, the vendors governance has related to the harmonious development of a society. Many of the city have introduced governance measures to the vendors. But most of them are ineffectively, the mobile vendors are still a serious problem. Xi Secretary put forward the "three real" requirements for leading cadres. One of the "real" is something to be done. Leading cadres to plan work from the actual situation. Only in this way, can make ideas, policies, programs in line with the actual situation. Therefore, how to make a more adaptive and more scientific and feasible management policy is very significance.Through previous studies, we can be found that these studies can be divided into two categories:one study is about the significance of mobile vendors; the other put forward measures for the vendors by using the theory of governance, and most of them take a certain city as an example. There is no study on a county of mobile vendors. But county level governance of mobile vendors have a big problem. With the development of the times, the urban management and the law enforcement officers improvement there quality. Many places have take some measures that previous studies have mentioned for the vendors. But have little effect. It is necessary to study the science of vendors governance policy. In order to find out the crux of the problem and open a new vision of vendor management.In this paper, we apply the theory of governance and the new public management theory as a theoretical basis, and expounds the basic situation of Wucheng street vendors (including the basic situation of the basic situation of operators and consumers) and summarize its characteristics. Then we introduced the Wucheng vendors of existing measures and focuses on the analysis of the effect of the implementation of these measures and some of the reasons for poor results, to find out the problems in the governance of vendors in the Wucheng County. Finally, this paper from four aspects put forward suggestions to the Wucheng county government, in order to provide reference for other counties.
