A Study On Rural Community Governance Based On The Perspective Of Basic Aged Services

With the development of reform and opening up,especially the leaps and bounds of the economy,social development has put forward new requirements for the national governance system and governance mechanism.The 19th National Congress of the Communist Party of China proposed that "the overall goal of the reform and deepening reform is to improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity." China's community construction adopts the development model of "first urban after rural" and urban community development as practice.Pioneers have also laid a certain theoretical and practical foundation for the construction of rural communities.After achieving certain achievements in urban community governance,the country began to turn its attention to the countryside.However,compared with the development of urban communities,China's rural communities have short development times and slow speeds,and there are many problems in the process of construction and governance.Under the background of coordinated development of urban and rural areas and attaching importance to the issue of a agriculture,rural areas and farmers",the state has accelerated the pace of equalization of basic public services.Among them,the construction of basic old-age services is particularly urgent.In this paper,the rural community governance is placed under the background of equalization of basic public services.The implementation of basic old-age services reflects the universal problems of rural community governance,which is of great significance to the construction and governance of rural communities in China.Based on the perspective of basic old-age services,this paper investigates the rural community governance in Xingtai City,Hebei Province,and discusses the problems that Chinese rural communities have in undertaking basic public services,mainly pension services,analyzing the causes and suggesting improvement measures.The article starts with the basic concepts of community governance and basic old-age services,and analyzes the domestic and foreign literatures and the construction process of rural communities in China.On this basis,from the three aspects of community governance decision-making mechanism,financing status,personnel and facilities,The rural communities in Xingtai City analyzed the governance and existing problems in the implementation of basic old-age services,and combined with the survey data and domestic actualities,proposed the path and countermeasures for improving the governance of rural communities in China.In the research process,this paper selects two representative rural communities in Xingtai City,Hebei Province as the research area,and analyzes the decision-making mechanism,financing status,basic old-age service personnel and facilities of rural community governance.The study believes that there are still outstanding problems in the five rural areas of China's rural communities,such as the failure to establish a governance system,the mismatch of basic functions,lack of funds,insufficient staff,and inadequate supervision mechanisms.According to the problems reflected by the examples and the actual situation of rural communities in China,this paper proposes targeted countermeasures from five aspects:governance system construction,function building,fund raising,staffing,supervision and evaluation mechanism construction,in order to improve the rural communities in China.Governance service levels and self-governance capabilities.
