Research On Chinese Athlete Disability Guarantee Under Welfare Pluralism Perspective

In modern society, all kinds of workers are faced with risks of occupational injury. Athletes as a special occupation have to pay more before they get outstanding achievements. In recent years, with the vigorous development of sports enterprise in our country, the our athletes are getting better and better performance and make the nation proud. However, the excellent result is behind athletes hard effort. The professional characteristics of athletes makes it face a higher risk of disability. The problems of athletes’ injury and disability has affected their career development and career transition, and even lead to living in poverty. The fact that athlete disability security system is not perfect has aroused attention. Welfare pluralism is confronted with welfare crisis theories and the rise of western countries, its core idea is decentralized and participation, promote the welfare supply shall be provided by a single country into a state, market, non-profit organizations, families and other departments to provide. Although the government and the community is concerned about the protection of disabled athletes, but academic research in this area is still inadequate, lack of theoretical guidance.This study summarizes the development of disabled security system for Chinese athletes, researches on the status of athletes’ disability guarantee, through methods of literature, quantitative and qualitative research and comparative. Based on the Theory of Welfare Pluralism, combined the data of athlete injury insurance and disability mutual insurance, it is found that disability protection provider is single and the system is not perfect. Government foundation protection is missing, while the protection from a non-profit organization is limited and the development of commercial security is ineffective. What’s worse, personal and family security is weak. In order to enhance the response level of athletes disabled risk, under the nationwide system, it is suggested to rich source of security body, to form diversified athletes disability guarantee based on government, aid supplement from market and non-profit organizations and participated by individual households, and to build a multi-level diversified disability system which is integration of injury insurance, medical insurance, mutual disability insurance, commercial insurance, disability rehabilitation and assistance.
