Study On The Factors Affecting The Responsiveness Of Government To Netizens' Appeals

In the information age,the ways of participation in political activities for citizens are increasingly diversified.Citizens interact with government via Email,Weibo,WeChat,message board of the government portals and so on to provide advice for administration in making right decisions instead of traditional letters and visits.The government can take the people's voice seriously and receive more and more essential suggestions provided by netizens,thus E-government regards the internet service as a more and more critical field of political activities.Whether the government can respond positively to the various opinions or suggestions put forward by netizens reflects the executive level and ability of government to a large extent.This paper analyzes the status of the government responding to the demands of netizens to observe the interactive effect between netizen interests and response of the government in cyberspace,which further studies the government response factors of netizen appeal.In recent years,it can be observed that the scale of citizens expressing their political demands through the network has risen sharply.Those issues cover all aspects of vital interests,such as urban management,traffic management,urban construction,environmental governance,civil affairs,comprehensive law enforcement,urban and rural housing,market supervision and education.In face of the growing willing of citizens' participation in political affairs,the local government should vigorously strengthen the democratic political construction,improve the related regulations and the level of the government response in order to better meet the demands of netizens.This paper first discusses the research status and significance of the factors influencing government responsiveness to netizens' appeals,and then sorts out the related researches on public's participation in political affairs and government responsiveness at home and abroad,which further lays a theoretical foundation for the following research.Then,on the basis of the website data of Chengdu Municipal Government,the author designs the research model and analyzes the present situation of responses of netizens' appeals and their satisfaction with the government response by the way of content analysis method.This paper also evaluates the influencing factors of government responsiveness to the demands of citizens' appeals surrounding with government,content and netizens according to the defined dimensions and indicators.Next,the author analyzes the inherent interactive causes.Lastly,the factors that have a significant impact on the responsiveness to the netizens' appeals,such as project period,project cost,response department level and the number of participating departments,can be obtained by technical analysis of the influencing factors of government response to citizens.It can be easily found that the awareness of netizens in expressing interest demands on the network platform is constantly increasing by analyzing the content,subject,average daily volume and response status of appealing messages to government,and the people's initiative participation in government network ruling is constantly improving.The study finds that the complaints of netizen in the interest demands to local government is particularly prominent,showing that local governments should stress more attention on urban management,traffic management,urban construction,law enforcement construction and social welfare.Studies on the factors influencing the government responsiveness to the demands of public,this paper proposes the government optimizing suggestions on how to respond to public's appeals from four aspects: government,netizens,website construction and supervision.Governments at all levels should perform their duties well,strengthen themselves,change concepts and guide citizens.The website construction should be strengthened and the online platforms should be optimized.At the same time,netizens should enhance their literacy and actively participate in them.The public and the media should step up supervision.Only in this way can the government solve the essence issues of the government,the content of the agenda and netizens.
