Since the emergence of nation and government, the execution of the ruling class’ s will has been the important responsibility of the government. Moreover, the government’s responsibility of execution will not be changed by its increasing and complex transaction. If the government cannot execute the public policy and decision effectively and satisfy the demands of the nation and the public, the government lose the legitimacy foundation of existence. In the development of the government, the government executive ability, as the key factor of deciding the power and effect when executing public affairs, plays an increasingly important role, and is equal to the vitality of the government’s work.At present, our country is in a critical period of the construction of the socialist market economy. From central to local, governments make many policies conducive to the development of the society, but the effects of execution are not satisfactory, which influences the government’s administrative efficiency and restricts the progress of the society. Among many factors affecting the government execution, administrative system occupies the extremely important position in the process of government’ execution. This is because all the policy is executed and implemented in the administrative system. Administrative system corresponds to the operation mechanism of the government, and integrate the government’s force, personnel, tools and resources. The execution of any policy must proceed within the framework of the system. Whether to execute a policy reasonably and effectively depends on whether the national administrative system is scientific and reasonable or not.On the structure, firstly this article will define the concept of the government executive ability and the administrative system, then analyze the internal logic of them. Chapter in the second part will be from the perspective of historical development, macro expounds the government execution problems of various periods of our country’s administrative system. The third chapter will expound the government executive ability in our country’s current administrative system within the party and government relationship, the government-level relation, tiao-kuai relation, department of government execution. The fourth chapter will rationalize and refactor the four kinds of relationship beginning from the problems found in them. The research of the government execution under the framework of our country administrative system is a new attempt. In the past study, most of the scholars will cause the government administrative system in our country as one aspect of execution is low or embodied in the works as the main cause. But based on the above analysis, the author thinks that the administrative system is the most fundamental factors restricting our government executive ability.
