Vertical Management Research Of Local Environmental Authorities Based On Tiao/kuai Authority Relations

In the 21st century,the increasing amount of massive events caused by environmental pollution makes people pay more attention to ecological environmental protection.Along with the in-depth development of modernization drive,the priority of environmental protection has been widely approved.In recent years,the central government has been trying actively to tackle the problem of normalizing the order of local environmental governance.The uncontrolled autonomy of local governments is widely acknowledged to be the obstacle of local environmental protection.In order to reduce local government's improper interference,the Eighteen of the Fifth Plenary Session of the CPC put up the reform of local environmental authorities by vertical management.The central government centralizing authority softly and adjust the function and organization of local environmental authorities below the provincial level to counter to local intervention,as well as to collocate relationship between environmental protection department and local government.Vertical management of local environmental authorities is the centralized management of local environmental authorities' functions of environment monitoring,environmental supervision and enforcement below the provincial level.In the reform,provincial and municipal environmental protection department are the core part.The reform includes taking the right to monitor and supervise the environment up to Provincial Environmental Protection Department and pushing down the focus on local environmental enforcement.County environmental protection bureau has turned to be the agency of municipal environmental protection department.The vertical management of local environmental authorities integrates the function of environmental protection agencies from top to bottom.It could be very helpful in solving issues of cross-district environmental disputes.However,the vertical management is flawed in some ways.Although it is not the optimal choice,it should be an essential institutional arrangement.Based on the existing institution,we should adjust the arrangements continuously to promote construction of good environmental governance.This paper tries to use Tiao/Kuai authority relations as an entry point and a rallying point to study vertical management research of local environmental authorities,including investigating its function on environmental governance from macroscopic angle and observing environmental protection authorities at county and municipal levels from micro angle.This paper will find out the effects and limitations of vertical management in environmental protection and the reason why the central government chooses vertical management as the basic method of governing the country.
