But with the increase of mining intensity and the neglect of mine environmental protection, it leads to the mine environment problems in our country. The United States, Canada and Australia all have a vast land area, they are rich in resources, their mineral resources are developed early. They have built a complete system of the deposit, these three countries provide a mature experience in the legislative structure, margin form, acceptance standards, review procedures and regulatory system for our country.Aiming at all kinds of problems, the perfection of this system can start from the following aspects: at first, in the "mineral resources law" and other laws, the legal status of the deposit system, and formulated by the State Council regulations on the deposit system to make the principle of the provisions of the guidance throughout the more detailed provisions, to establish a sound security system of the legislative system. Second, by the name of a unified expression, the expansion of deposit form and improve the measuring standard, detailed inspection standards, to achieve phased return, provisions of the reexamination procedures, perfect the provisions on the use, straighten out the management system, clear legal responsibility etc. to improve the specific content of the deposit structure; posterior, put forward to improve the content of the system proposed in the previous paper.
