Judicial justice is the ultimate value pursuit of justice. But no efficient justice, legal effectiveness will loss the meaning of adjusting social relations and interests. As the result, the importance of judicial efficiency also recognized for us. To improve the efficiency of the legal consciousness, which emphasizes the litigation timely summative, has become the goal we pursue. In order to make the development of judicial justice and judicial efficiency in parallel, in 2008, the supreme people’s court issued on the guidance for the conduct of the case quality evaluation (trial), the initial set up of the people’s court case quality evaluation system, unified the national court system case quality evaluation methods and evaluation standards. In March 2011, for the comprehensive, objective and fairly evaluation of the people’s court trial work, and further improving the case quality evaluation, the supreme people’s court adjusted the original trial of the case quality evaluation system, released on the guidance for the conduct of the case quality evaluation, decided to work in the national court official in case the quality assessment.Case quality evaluation is a fundamental, systemic engineering to the people’s court, is not only to improve the case quality, people’s satisfaction and judicial efficiency, but also to make scientific decision. At the same time, it is a good way to strengthen the management of the trial court system, reflect times, grasp regularity and be creative new measures. Systematically perfecting this system, therefore, requires us summarize and update constantly from judicial practice inspection. Through empirical analysis to the system from system design to concrete to carry out the comprehensive inspection, we can find the problem, and put forward countermeasures, which make this system really play a role of guidance and demonstration, on the basis of the quality of cases and judicial efficiency improved.This paper use the literature statistical analysis method and comparative method to judge the efficiency index system research situation were reviewed, and is the research of this article to create boundaries. Then using the method of field investigation, questionnaire, data analysis, case analysis and empirical research method to judge the efficiency index effect and elaborates the influence factors are divided into four most:The first part introduces the case quality evaluation trial efficiency index effect in Shanxi Province empirical analysis. For this part, the main points are two dimension measurement. Positive case quality evaluation in Shanxi Province is judged efficiency index satisfaction analysis, opposite is the case in shanxi quality evaluation trial efficiency index effect of negative evaluation.The second part expounds the case quality evaluation of Shanxi Province outstanding problems exist in the implementation of judicial efficiency index, respectively is the referee in court rate of interoperability is poorer, the final equilibrium rate is generally inaccurate, courts and judges JieAnShu do not have the practical significance and excessive pursuit index data perfect shuffle wrangling between departments caused problems.The third part mainly expounds factors influencing the effect of trial efficiency index, and the effect factors and correlation analysis. According to the questionnaire and interview project two ways respectively of the influence factors and correlation analysis.The fourth part puts forward some countermeasures to improve the effect of trial efficiency indicators to implement the basic. One is to improve the level of importance and informatization index system; 2 it is to add appropriate trial efficiency index, innovation mechanism; Three is to strengthen the propaganda and training to carry out the plan as a whole value judgment.The purpose of this paper is to understand the court trial work of quality evaluation and operation situation, find that the case in the quality evaluation of the key factors that affect the judicial efficiency and existing problems, and in view of the problems to explore the reasons, targeted countermeasures to improve the effect of the system and the judicial efficiency.
