The thesis studies the risk management of education-aid program named "Sailing for Dream" organized by the Communist Youth League Committee of XX Banner. The purpose of education-aid program named "Sailing for Dream" organized by the Communist Youth League Committee of XX Banner to provide the orphaned and disable children and the poverty students in the stage of compulsory education with the assistance in learning, medical treatment and chaperoning around the banner through the implementation of the charity program, which is led and funded by the government, organized and operated by local league. There are various risks when implementing the program, if these risks could not be reduced significantly or could not be effectively controlled when happening, the reputation and credibility for the Communist Youth League Committee of XX Banner and even the government of XX Banner would.be severely damaged. Therefore, the research on risk management of this program has important significance for the eventual implementation of this program and promoting the government of XX Banner to introduce risk management into government functions.In this thesis, the risk management of education-aid program named "Sailing for Dream" organized by the Communist Youth League Committee of XX Banner is divided into three parts such as risk identification, risk assessment and risk control.Firstly, as for the characteristics in the process of implementing the education-aid program named "Sailing for Dream" organized by the Communist Youth League Committee of XX Banner, this paper, combined with the management theory for charity program, make the decomposition for the key links of program implementation. And through large amounts of investigation and research, this paper decomposes the process of program implementation into three stages like prophase investigation for program, program implementation and management, and program completion by using brain storming, Delphi method and Work Breakdown Structure (WBS). Then this paper carries out the risk identification for the key links of the three stages, concluding the risk tree for each stage of program implementation. Moreover, according to the source of risk, this paper divides the risk factors into seven categories such as policy risk, economic risk, managerial risk, trust risk, risk in resource acquisition, risk in value conflict risk and moral risk.Secondly, according to the two detection values for the risk severity and probability of occurrence, this paper, by using the method of expert evaluation, grades the 21 risk factors one by one, and puts the final results into the risk assessment system diagram for the education-aid program named "Sailing for Dream" organized by the Communist Youth League Committee of XX Banner. And this paper divides the risk factors into three levels such as the risk needing more attention, the risk needing attention and the risk needing less attention under the condition of limited resources and energy. Moreover, by means of Analytic Hierarchy Process, this paper further analyzes various risk factors when implementing the education-aid program named "Sailing for Dream" organized by the Communist Youth League Committee of XX Banner, including the degrees of relative importance among these risk factors.Finally, according to the results of risk assessment, this paper, combined with the actual situation of education-aid program named "Sailing for Dream" organized by the Communist Youth League Committee of XX Banner, formulates the overall risk control scheme suitable for this program. And this paper formulates the targeted control measures for risk factors with different risk grades by using the methods like risk aversion, risk transfer, risk mitigation, risk early-warning and risk sharing respectively, then applies the risk control measures to the practical operation for the program.
