The boundary of public affairs is changing at different stages of social development. From a historical perspective, the boundary of public affairs is entering a gradually expanding domain. Especially in recent years, less developed region public affairs of our country become more and more complex, diverse and dynamic. So the less developed region government should have service idea to provide better public services. Reforms in less developed region governments in western countries have shown great similarity in building a service-oriented government.
