Research On The County-level Government’s Role In The Urban Community Governance Under The Background Of Social Transformation

Since China’s reform and opening up, especially in the 20th century, with the development of China’s market economy and social transition, the traditional urban community management is subject to huge impact. Accordingly, the traditional urban community management pattern cannot meet the new challenges posed by social transition. Although the community’s essence is autonomous organization, the government is still one of the indispensable main bodies in the community governance system. In particular, the government at the county level, as an important part of the country’s political system, plays an important role in China in the administrative system including economic, political, cultural and social management. It links various aspects in macroscopic and microscopic management for the urban community governance. In fact, the government at the county level is a critical one, because on one hand, it is the important performer and executor of the party and state principles, policies and laws; on the other hand it is the policymakers and the commanders of county economic and social development, which has close relationship to people’s life. The environment has been changing, and it needs the reform and innovation of the management methods for the county-level government in urban community governance so as to meet the requirements of the times. Although many regions in China now attempt to improve the city community governance, most of the county governments haven’t grasped the crux of the problems, which means the governments haven’t found its accurate positioning and naturally the slow progress of reform and innovation follows. Therefore, it is particularly important for the county-level government to research its role in urban community governance under the background of social transformation.This paper mainly USES the comparison research, summarized comprehensive, theoretical analysis and empirical analysis, document analysis, investigation & study, and so on, analyses the role positioning of the county-level government from several aspects in the urban community governance. First of all, the paper addresses selected topic background, research purpose and significance, research status at home and abroad, the core concept definition, use of relevant theories, research ideas and the basic problems such as framework, research methods and innovation. Secondly, it expounds the history of China’s city community management pattern change and the role predicament of the county-level government in the period of social transition. It reveals the role of the county government in traditional urban community management mode and disadvantages, points out new challenges in the urban management in the social transition. Taking Dezhou Canal Economic Development Zone as an example, the study summarizes the predicament and the internal causes in the urban community governance. Thirdly, according to the relevant experience of urban community governance at home and abroad, the paper points out that under the environment of social transformation, the county-level government in the urban community governance should locate itself in the "leader "role, in the governance system, the development of public service, government by law construction, etc.Fourthly, under the background of social transformation, it puts forward countermeasures and suggestions in the role positioning in the urban community governance for the county-level government, which include five aspects:accelerating innovation of community governance system, restoring social governance concept, expanding modern civil autonomy to foster community consciousness, necessary policy support to city community behavior, encouragement to nonprofit organization to promote public service supply,and set up the concept of optimizing the allocation of resources and speed up the integration of social capital. Finally, the main ideas of this paper are summarized briefly.The innovation point of this paper is to focus on urban community "governance", put the role of the county-level government under the background of social transformation, use scientific research methods to comprehensively analyze the difficulties and the role positioning that the county-level government are facing in the urban community governance. It also puts forward practical suggestions including initiating the idea of community governance and resource integration concept for the county-level government, which endow the research more reference value and application value.It’s hoped that the paper can give useful references to the promotion of urban community governance reform, strengthening of the community autonomy consciousness, enriching community public service supply, and improvement of the quality of civic life.Although at present the county-level government hasn’t positioned itself exact roles in the urban community governance, the whole society’s awareness to the community governance has already awakened. We believe that the urban community governance will definitively have a promising future under the strong support of related departments and various social fields.
